You will still be able to see them on the bulletin board in the Town Offices or look through the binders during business hours. There are two methods to locate notices online. All meetings are posted on the town calendar found on the lower portion of windsormass.com. Click on the meeting and a popup will show the date and time of the meeting. In the bottom left, click on “more details”. Another tab will open with the full town calendar and another pop up on the date of the meeting that will have a pdf of the agenda. The other method to view agendas and minutes is to go to the “Boards and Departments” drop down menu on the home page. Click on the board or department you are interested in. Once on their page, scroll to the bottom and there will be a link to both agendas and minutes. ADU ByLaw Update On Dececember 23, 2025, the Massachusetts Office of the Attorney General sent this letter [pdf] regarding Windsor's updated ADU ByLaw. As a result, this updated version [pdf] of Section 24 regarding the Windsor ADU ByLaw has been approved. Municipal Aggregation Plan (Updated 2/11/26) For Windsor participants in Aggregation: Starting in March, aggregation pricing for electricity supply will be adjusted to $.14292 per kilowatt-hour until November 2028. This will NOT be to our advantage. It will be cheaper to go with Eversource, whose pricing will be $0.13683/KWH until July 31, 2026. (Prices should be compared again after Eversource announces the cost per KWH for the six month period starting 8/1/26.) We encourage residents to opt out of aggregation to get the lowest prices for electricity supply. You can opt out with NO CHARGE and go back to Eversource’s Basic Service by calling First Point Power at 888-875-1711 and ask to be placed on Eversource’s Basic Service; or at https://colonialpowergroup.com/windsor/ choosing “OPT-IN/OPT-OUT” on the right, below the blue box.     2430b96a-5f5c-4c18-84f6-bd234d32e47b Windsor Finances FY22-26 Windsor Finance Committee Statement on FY22-26 Medium-Term Expenditure Framework and FY22 Proposed Budget This is an old statement. Here is the Finance Committee's Current Statement for FY23 The Windsor Finance Committee has incorporated prospective revenues from broadband operations into the FY22-FY26 medium-term expenditure framework. These funds will substantially change the town’s options regarding capital spending, provision of services, and the level of taxation. Previously, because of the roughly $175,000 a year needed to service the $1.35 million 10-year broad band debt obligation, the 5-year capital spending program had been limited to a new ambulance, a new police cruiser, and improvements to the historical museum. These were the projects that could be accommodated while keeping our financial reserves above $500,000. With an estimated $780,000 in broadband revenues over the next 5 years, we will be able to undertake a much more ambitious capital program, increase public services, and/or reduce the growth in the tax levy. The Finance Committee would love to hear from the townspeople on what they would like to do. In the meantime, the medium-term expenditure framework is based on a 3 percent annual increase in the tax levy (not the tax rate), which is lower than its historical average. Should the number of households continue to rise, the average household tax bill would rise less rapidly. Most expenditures are programmed to rise by 2 percent a year, slightly higher than the average rate of inflation the past two years. Exceptions include selected wage adjustments, employee benefits, debt service and capital expenditures (which are project-specific). Debt service will rise sharply in FY22 as we begin paying down the broadband debt. The ambulance and police cruiser would be financed with 5-year notes in subsequent years. The FY22 proposed budget is derived from this medium-term framework. The details are contained in the town warrant and summarized in the table below. Home Modification Loans "Good Options for Independence" is a non-profit which operates a Home Modification Loan Program to assist homeowners in financing necessary adaptations to keep disabled or elderly family members in their homes and communities. Berkshire Community Action Council (BCAC)’s Heating Fuel Assistance Program can help income eligible households with their heating bill. The program is accepting applications now through April 30th. Homeowners and renters may both be eligible to receive some help. All primary heating types may be eligible for assistance, including oil, propane, kerosene, coal, cord wood, wood pellets, natural gas and electric. Any household whose gross yearly income falls at or below the program income guidelines for the number of people in the household may be eligible. For example, a household of one can have an income of up to $49,196; a household of two can have an income of up to $64,333; a household of three can have an income of up to $79,470; and a household of four can have an income of up to $94,608 and be eligible. Once a household is determined eligible for fuel assistance, the household may also be eligible for BCAC’s Heating System Repair and Replacement, and Home Weatherization Assistance Programs. Eligible households may also be eligible for BCAC’s Refrigerator and Washing Machine Replacement Program, which replaces older high energy using models with new energy efficient ones. If you are eligible for fuel assistance you may also be eligible for a discount on your utilities. The Town of Windsor has several great places to visit - for families with children, people looking for some wooded solitude and beauty, and for those hoping to have some outdoor fun. Windsor Town Park The 5-acre park is located approximately 1/2 mile up Peru Rd on the left. It has a ball field, covered pavilion with picnic tables, a playground, and parking. It is open to all town residents. Summer activities include pick-up games and outdoor movies. The park is available for rental. Please read this description [pdf] for details. Notchview Cross-Country Skiing and Hiking The Trustees of Reservations (a private, not-for-profit land trust in the State of Massachusetts) maintains Notchview , an incredible protected 3,000 acre woodland that is available year round for hiking, and in the winter maintains an incredible network of cross-country ski trails. Winter ski passes are available sale at the visitor center, but if you tell them you are a resident of windsor, you can ski for free. Windsor State Forest - Swimming and the Windsor "Jambs" We are lucky enough to be the home of one of the Windsor State Forest . It is about 1,200 acres and the recreation area is in the middle of a significant renovation that is expected to open Summer 2021 for swimming in the dammed Westfield River with day use. The Windsor "Jambs" is an incredible deep fissure in the rocks with cold rough and exciting water. There is a parking lot at the top and a trail down the side with some incredible views. At the bottom of the trail (about 1/4 mile or so), the water levels out and there are some good rocks for wading and relaxing in the shade. Windsor Pond In the far north east corner of Windsor - accessible only by going out of Windsor to Savoy is a beautiful pond. About 50 acres, it is mostly accessible only through private land - but the large ramp is public access and available for swimming and boating. Eugene Moran Wildlife Management Area Mass Audobon manages this beautiful 1,462 acre Wildlife Management Area . Previously a dairy farm, it is now a prime destination for birding and nature walks.
