    a45512a6-6fd7-47a1-a576-41765057b441 Dog Licenses Town of Windsor Dog Licensing Information State Law and Town Bylaws require all dogs six (6) months or older to be licensed. ****The licensing period is from April 1 – March 31 each year**** A dog license and dog tags go together but are two different things. The dog license is the piece of paper you need to keep in your records. It contains pertinent information about your dog. Each license has a number. Dog tags are the metal tags that you attach to your dog's collar. These also have a number on them. The dog tag number is written on the dog license. These numbers are not usually the same. Dog licenses are issued for 3 years. $15 for a spayed/neutered dog $30 for an intact dog $10 late fee (applied after May 1) $5 Replacement tag fee Due to changes in state law, Ollie's Law, all homes with 4 or more dogs are now considered a Kennel and require a Kennel license. The cost of the license will be based per dog and be the same as above, $15 for each spayed/neutered and $30 for each intact. Good for 3 years. Rabies vaccination records are sent by local vets monthly. Records will be updated and reviewed monthly. Complete one form for each dog owned. If this is your first time registering your dog, you need to include the rabies certificate. If you have registered your dog before, either include the rabies certificate or the name of the vet that gave the rabies vaccine. Appointed by Select Board Description The Windsor Historical Commission is a town-appointed volunteer committee with the mission of preserving and promoting knowledge of the town's history. The Commission meets monthly from April through November, with special projects ongoing through the winter months. Additional volunteers are needed and are encouraged to contact the chair to find out how to get involved. The work of the Commission is supported primarily by volunteer fundraising with additional support from the town. Donations from individuals to support the work of preserving the town's history are welcome and appreciated. Information Current Projects The Historical Commission maintains a collection of archival materials, documents, and material artifacts donated by town residents. The materials are currently housed in several places, including the Historical House Museum (a town-owned building located next to the church on Route 9) and upstairs in the Town Hall. Since the museum does not have heat or water, it is open to the public periodically during the warmer months. The Commission is currently working on repairs and upkeep of the museum building, which houses a distinctive collection of dioramas depicting places and activities from the town's past, including stores, sawmills, factories, and other industries that are no longer in existence. The Commission has also begun to digitize the archival collections, including town publications, genealogical materials, and newspaper articles. The Commission holds an annual fall festival fundraiser and open house and invites speakers to share knowledge of various aspects of Windsor's history. Description The Assessor is responsible for preparing the annual property tax base, which includes identifying all taxable real and personal property, its ownership, full and fair cash value*, and usage classification. This requires maintenance of an extensive database on each property in the community, which must be reviewed annually for changes in property description, ownership and condition. It also requires an annual analysis of market conditions to adjust values. The assessors must submit values for review by the Department of Revenue every three years. *Full and fair cash value has been defined as 100% of a property’s “fair market value”, which is the price an owner willing to but not under compulsion to sell ought to receive from one willing to but not under compulsion to buy. Full and fair cash value is the applied constitutional and statutory standard, which protects the property owner’s right to pay only his or her fair share of the tax burden. The Assessor is also responsible for: Identifying and calculating annual “new growth” increase in the levy limit under Proposition 2 ½ and obtaining certification of the amount by the DOR. Setting the tax rate and fixing the property tax levy. This requires the preparation of a tax rate recapitulation summary of proposed valuations, expenditures and revenues for the year. Committing taxes to the collector with a warrant. This requires the preparation of a commitment list of all parcels and accounts, their owners and values, and all other information needed to send the tax bills. The commitment fixes the tax liability of the taxpayer and the warrant authorizes the collector to collect the taxes. Reviewing and acting on applications for abatements and exemptions. This includes notifying the taxpayer of the decision and the collector and accounting officer of amounts abated and exempted. It also includes participating in appeals to the Appellate Tax Board. Assessing and committing separately motor vehicle excise and administering the abatement process for that excise. Overseeing the overlay account which is the annual reserve for abatements and exemptions. The Town of Windsor has several great places to visit - for families with children, people looking for some wooded solitude and beauty, and for those hoping to have some outdoor fun. Windsor Town Park The 5-acre park is located approximately 1/2 mile up Peru Rd on the left. It has a ball field, covered pavilion with picnic tables, a playground, and parking. It is open to all town residents. Summer activities include pick-up games and outdoor movies. The park is available for rental. Please read this description [pdf] for details. Notchview Cross-Country Skiing and Hiking The Trustees of Reservations (a private, not-for-profit land trust in the State of Massachusetts) maintains Notchview , an incredible protected 3,000 acre woodland that is available year round for hiking, and in the winter maintains an incredible network of cross-country ski trails. Winter ski passes are available sale at the visitor center, but if you tell them you are a resident of windsor, you can ski for free. Windsor State Forest - Swimming and the Windsor "Jambs" We are lucky enough to be the home of one of the Windsor State Forest . It is about 1,200 acres and the recreation area is in the middle of a significant renovation that is expected to open Summer 2021 for swimming in the dammed Westfield River with day use. The Windsor "Jambs" is an incredible deep fissure in the rocks with cold rough and exciting water. There is a parking lot at the top and a trail down the side with some incredible views. At the bottom of the trail (about 1/4 mile or so), the water levels out and there are some good rocks for wading and relaxing in the shade. Windsor Pond In the far north east corner of Windsor - accessible only by going out of Windsor to Savoy is a beautiful pond. About 50 acres, it is mostly accessible only through private land - but the large ramp is public access and available for swimming and boating. Eugene Moran Wildlife Management Area Mass Audobon manages this beautiful 1,462 acre Wildlife Management Area . Previously a dairy farm, it is now a prime destination for birding and nature walks. Septic System Requirements Essentially all homes in Windsor have septic systems. Massachusetts Title 5 rules [site] specify how to install, use, and maintain these systems. It is the policy of the Windsor Board of Health that all Title 5 septic system inspections must be witnessed by an agent of the Board of Health. Perc Requirements There are two components of septic system design: soil evaluation and actual design. Soil evaluation consists of noting where your property lines may be so that test holes can be dug. These holes will locate your soil absorption system, which handles the fluid part of septic wastes. This step also includes actually digging the test holes with a backhoe and performing a soil examination and percolation test ("perc").
