Appointed by Select Board Description The Windsor Historical Commission is a town-appointed volunteer committee with the mission of preserving and promoting knowledge of the town's history. The Commission meets monthly from April through November, with special projects ongoing through the winter months. Additional volunteers are needed and are encouraged to contact the chair to find out how to get involved. The work of the Commission is supported primarily by volunteer fundraising with additional support from the town. Donations from individuals to support the work of preserving the town's history are welcome and appreciated. Information Current Projects The Historical Commission maintains a collection of archival materials, documents, and material artifacts donated by town residents. The materials are currently housed in several places, including the Historical House Museum (a town-owned building located next to the church on Route 9) and upstairs in the Town Hall. Since the museum does not have heat or water, it is open to the public periodically during the warmer months. The Commission is currently working on repairs and upkeep of the museum building, which houses a distinctive collection of dioramas depicting places and activities from the town's past, including stores, sawmills, factories, and other industries that are no longer in existence. The Commission has also begun to digitize the archival collections, including town publications, genealogical materials, and newspaper articles. The Commission holds an annual fall festival fundraiser and open house and invites speakers to share knowledge of various aspects of Windsor's history. Related Services

c83998ca-e24c-4da9-94b5-5ab392c137a1 Paying Heating Bills Staying Warm This Winter - BCAC Can Help Jan 20, 2025 Brochure [pdf] We all know someone – a friend, neighbor, family member or co-worker - who could use a little help to stay warm this winter. Berkshire Community Action Council (BCAC)’s Heating Fuel Assistance Program can help income eligible households with their heating bill. The program is accepting applications now through April 30th. Homeowners and renters may both be eligible to receive some help. All primary heating types may be eligible for assistance, including oil, propane, kerosene, coal, cord wood, wood pellets, natural gas and electric. Any household whose gross yearly income falls at or below the program income guidelines for the number of people in the household may be eligible. For example, a household of one can have an income of up to $49,196; a household of two can have an income of up to $64,333; a household of three can have an income of up to $79,470; and a household of four can have an income of up to $94,608 and be eligible. Once a household is determined eligible for fuel assistance, the household may also be eligible for BCAC’s Heating System Repair and Replacement, and Home Weatherization Assistance Programs. Eligible households may also be eligible for BCAC’s Refrigerator and Washing Machine Replacement Program, which replaces older high energy using models with new energy efficient ones. If you are eligible for fuel assistance you may also be eligible for a discount on your utilities. dd8ab326-b8bd-4319-a46e-9c9bf64cb2e1 Motor Vehicles Excise Taxes The Town of Windsor requires that an "Excise Tax" be paid for motor vehicles that are owned by town residents. This Motor Vehicle Excise Tax is assessed on a calendar year basis (January-December). The valuation of the vehicle is determined by the Department of Motor Vehicles using the manufacturer’s recommended retail price when new multiplied by the applicable percentage: In the year preceding the year of manufacture: 50% In the year of manufacture: 90% In the second year: 60% In the third year: 40% In the fourth year: 25% In the fifth and succeeding years: 10% Excise tax rate is $25.00 per thousand of valuation. Excise taxes are prorated on a monthly basis. The annual excise due on a vehicle registered after January 1 will be reduced by one-twelfth of the full year’s excise for every month prior to the month in which the vehicle was registered. The minimum an excise bill may be is $5.00. Abatements are available if during a calendar year ownership of a motor vehicle is transferred by sale or otherwise and the registration is cancelled or transferred to another vehicle. Both actions are necessary to qualify for an abatement. Abatements may be requested up three years following the year to which the excise relates. Proof of ownership transfer and registration cancellation or transfer will be requested. The minimum an abatement may be is $5.00. FAQ - Frequently Asked Questions about the Motor Vehicle Excise Tax Why am I still getting an excise tax bill when I no longer have that car? You must always either transfer or cancel your plates when you no longer have a vehicle. For as long as your plate is active, you will receive an excise tax bill. REMEMBER: It is important that the bill for a vehicle you no longer own is NOT IGNORED. Interest and fees may accumulate and result in non-renewal of license and/or registration. When am I entitled to an excise tax abatement? You are entitled to an abatement on your excise tax when you DISPOSE OF THE VEHICLE and either CANCEL or TRANSFER YOUR PLATES to a new vehicle. The Assessors’ office requires that you present the proper documentation along with an Application for Abatement for an abatement to be granted. If the plate is lost, you must file for a lost plate receipt with the Registry of Motor Vehicles. Who is entitled to an excise tax exemption? Chapter 60A, Section 1 of the Massachusetts General Laws provide excise tax exemptions for vehicles owned by certain disabled individuals and veterans, ex-prisoners of war and their surviving spouses and certain charitable organizations. faa451ac-bcd6-4f51-88d2-fe6a1cafc475 Marriage Licenses How do we apply for a marriage license? You both must apply in person for a marriage license. This requirement is applicable to both residents and non-residents of the Commonwealth. According to Massachusetts Law, you must jointly file intentions to marry, and may do so with the city or town clerk in any community in the state. If either Party A or Party B is in the military and unable to appear and either Party A or Party B is a resident of Massachusetts, the intention may be taken by one party to the marriage and the parent or guardian of the absent principal or solely by the other principal of the intended marriage. The member of the military does not have to be a Massachusetts resident. If either Party is incarcerated in a county or state house of correction, either party may file. A marriage license, once obtained is valid for 60 days from the date intentions are filed and may be used in any Massachusetts city or town. It is not valid outside the state. Marriage Intention Form [pdf] (Updated June 2024) Is there a waiting period from the date of application to the date the license is issued? Yes, there is a mandatory three-day waiting period. While Sundays and holidays are included in the three days, the day the application is made is not. For example, if you apply on Friday, your license will be issued on or after Monday. May we marry before the three days for a good reason? Yes, you should file your intentions first with any city or town clerk. Then an application for a waiver must be filed by both of you at probate or district court. After a hearing, the court may issue a certificate allowing the marriage license to be issued, and the marriage performed without delay. You must bring the certificate to the city or town clerks office where you filed your intentions and they will issue the marriage license, and the marriage may be performed without delay. What is the cost of a marriage license? The cost of filing for a license in Windsor is $15.00 At what age may a person marry? Massachusetts residents may marry if they are 18 years of age or older. A birth certificate may be required to show proof of age. What if one or both of us is under 18? If either is under 18, a court order from a probate or district court where the minor resides must be obtained before the marriage intentions can be filed. Is a medical certificate required before a license can be issued? As of January 28, 2005, a medical certificate is no longer required in Massachusetts. What if one or both of us has been divorced? You are not required to present a divorce certificate when filing intentions to marry. However, it is extrememly important that an individual who has been divorced be certain that his or her divorce is absolute. If you are uncertain as to the absolute date of your divorce, you should contact the court where the divorce was granted. Is there any special requirement for a widow or widower who is remarrying? No. Do we need any witnesses present at the ceremony? Massachusetts statute does not require that witnesses be present at your ceremony. However, if a member of the clergy performs the ceremony, you should ensure that you are in conformity with the appropriate religious tenets. Do we need to bring a picture I.D. when applying for a marriage license? A picture I.D. is not required. Do we need proof of residency? Proof of residency is not required. The marriage intention is being signed under the pains and penalties of perjury. What are the responsibilities of the clergy or justice of the peace? The member of the clergy or justice of the peace must complete and sign the original license and return it to the clerk of the city or town where the license was issued. What should be done if an out-of-state member of the clergy is to perform the marriage? If an out-of-state member of the clergy is to perform the marriage, the clergyperson must obtain a Certificate of Authorization for the Massachusetts Secretary of the Commonwealth prior to the ceremony. This certificate, which is issued by the Public Records Division of the Secretary of the Commonwealth, is to be attached to the original license and returned to the clerk of the city or town where the license was issued.
